Task force member Jeff Levi, PhD, executive director of the Trust for America's Health, a public health advocacy group here, spoke of an accountable care organization (ACO) in Hennepin County, Minn. that looked beyond the "four walls of the clinic."

"What they've done is looked at the spectrum of needs that a patient has to improve health outcomes," he said, "everything from housing to employment counseling."
